ISLAMABAD – June 25, 2025: As the Islamic month of Muharram nears, the federal and provincial governments have intensified security preparations to ensure peace and religious harmony across Pakistan. The sacred month, which marks deep historical and spiritual significance for Muslims—especially the Shia community—has prompted authorities to take extraordinary precautionary steps from Muharram 1 to 10.
A key decision includes the imposition of Section 144 in Khyber Pakhtunkhwa and Punjab, banning public gatherings, protests, and other activities deemed potentially disruptive to peace during the first ten days of Muharram.
Moon Sighting Today; Security Review Meeting Held
The Ruet-e-Hilal Committee is expected to meet today for the official sighting of the Muharram moon.
Simultaneously, Interior Minister Mohsin Naqvi chaired a high-level meeting to review the security plan, with participation from provincial and federal security officials, including the IGs of police, interior secretaries, and law enforcement heads from Punjab, KP, Sindh, Balochistan, Islamabad, Gilgit-Baltistan, and Azad Jammu & Kashmir.
“No one will be allowed to incite religious hatred. All measures will be taken in mutual consultation,” said Naqvi, pledging full federal support, especially in AJK, GB, and the federal capital.
PEMRA & LEAs Tasked With Monitoring Hate Speech
The Interior Ministry confirmed that PEMRA has been directed to closely monitor electronic and social media for any hate speech or religious incitement.
“Action will be taken against those using social media to provoke religious hatred,” read the ministry’s statement.
Officials emphasized a zero-tolerance policy on digital hate speech, with enforcement agencies on alert for cyber threats and sectarian content.
Processions to Be Monitored via Technology
In line with modern law enforcement practices, officials announced that Muharram processions will be monitored using advanced surveillance tools, including CCTV and drone technology where feasible.
The possibility of suspending mobile and internet services in sensitive areas during processions was also discussed. However, the final decision will be made in coordination with individual provinces, based on their security assessments.
High Alert in Punjab, KP; Army Deployment Where Needed
The Punjab Home Department has already rolled out enhanced security protocols, with armed forces on standby to assist civilian law enforcement if necessary.
With increased religious activity and large gatherings expected, especially on the 9th and 10th of Muharram, officials reiterated the importance of vigilance, community cooperation, and inter-sect unity.
Muharram Significance
Muharram holds profound spiritual meaning for Muslims, particularly Shia communities who mourn the martyrdom of Imam Husain (RA), the grandson of Prophet Muhammad (PBUH), during the Battle of Karbala in 680 AD.
The first ten days are observed with mourning gatherings, processions, and acts of devotion in remembrance of sacrifice, justice, and resistance against tyranny.
